Planning, Monitoring & Learning (PMEL) Adviser
This is a paid position for 24-28 hours per week
In the coming years, the Programmes Department will focus on gaining and providing better insight into our results and policy development based on knowledge, innovation and learning. We plan to develop more large programmes such as Make Way (www.lilianefonds.nl/make-way) and other externally funded programmes, in which quality PMEL is crucial. We also build on valuable learning partnerships such as Breaking Down Barriers in collaboration with Radboud University Nijmegen (www.barriersfree.org).
Will you help shape these ambitious developments?
You will be part of the Planning, Monitoring, Evaluation and Learning (PMEL) team within the Programme Strategy & Learning team in the Programmes Department. You will receive guidance from the Programme Strategy & Learning Manager, to whom you will also report.
What will you do?
As PMEL Adviser you will facilitate the systematic monitoring, evaluation and learning of the work of Liliane Fonds and of MIVA and their partners to improve programme quality and determining programme strategies. We develop multi-year country programmes with their own Theory of Change, and you will play an important role in this.
Your main responsibilities will be:
- Together with your team, you ensure that the PMEL policy is developed, adapted and implemented according to international guidelines and best practices in the international development sector.
- You promote and monitor the implementation of the PMEL policy and programme policies/strategies in collaboration with Programme Managers and thematic experts and make adjustments if necessary.
- You will support the Programmes Department and, where necessary, partner organisations in measuring and reporting on reach and results.
- You advise and support the Institutional Fundraising team in developing and (co-)writing proposals for external donors in the M&E section.
- You supervise the implementation of evaluations, analyse the results, organise reflection sessions and formulate recommendations for adapting policy and programme strategies.

What do you bring?
- Academic working and thinking level, preferably gained in a relevant education such as development studies.
- Multi-year experience in the field of PMEL within the development cooperation sector.
- Knowledge of and experience with technical skills in the use of qualitative and quantitative methods to measure progress, results and impact.
- Experience with giving advice and coaching in the field of PMEL and ability to explain complex concepts in a simple way.
- Knowledge of and experience with, for example, Outcome Harvesting, Most Significant Change and other methods for impact measurement are an advantage.
- Oral and written proficiency in English at a professional level and knowledge of basic Dutch (or willingness to learn). Knowledge of French is an asset.
- Willingness to travel (Europe + programme countries Liliane Fonds and MIVA).
What does Liliane Fonds offer?

- A salary of a minimum of € 3.149 and a maximum of € 5.062 gross per month for full-time employment (38 hours per week), excluding 8% holiday allowance;

- 197 holiday hours per year in case of a 38-hour working week, and two vitality days per year that can be taken as days off. In addition, Keti Koti and Carnaval Monday are free, and you have the option to exchange legal holidays for cultural/religious holidays that are important to you.

Liliane Fonds has an active integrity and child safeguarding policy. All employees sign the Code of Conduct and are obliged to abide by it. Approximately 50,000 children with disabilities received support from Liliane Fonds in 2023. We started a change in their lives. A change that, for most, means the difference between a life on the margins and a life with others and room for development.
80% of all children with disabilities live in the poorest parts of the world. That’s no coincidence. Poverty leads to disabilities, for example due to insufficient healthy food, a poor living environment and limited access to health care. Conversely, disability leads to more poverty. This is partly due to the fact that parents of children with disabilities incur higher costs for care and medicines. And also because the children themselves rarely have access to education and, at a later age, the labour market. They are also hampered by social exclusion and stigma. In this way, the vicious circle of poverty and disability has been closed.
Liliane Fonds breaks this vicious circle and improves the quality of life and future opportunities of children with disabilities. We make their living, playing and learning world more accessible and contribute to a society in which they can participate. We always do this together with local partners, who know the situation on the ground and have the network to provide this help in the best possible way.
Since 2018, Liliane Fonds and MIVA have formed a personnel union. At our office in ‘s-Hertogenbosch, Liliane Fonds and MIVA together employ more than 95 employees and more than 77 volunteers.
